Then, they think of specific strategies to increase the former, while minimizing or avoid the latter.

Implementing a strategy that is effective will take time. However, short-term pressures such as budgets and annual plans could push HR managers to focus on immediate issues instead of long-term goals. However, successful HR managers understand the importance of patience and perseverance.
